SELECTION CRITERIA



GENERAL CRITERIA
  • Athlete must be registered current year USA Swimming members in good standing at the time of selection.

  • Athlete must be eligible to represent, and intend to represent, the U.S. in international competition.

  • Athlete shall keep Athlete’s USA Swimming membership current and in good standing, including completing Athlete Protection Training and a current background screen. If Athlete does not have a current background screen, Athlete must submit a background screen within 5 days of being named to the National Team. Athlete acknowledges that the results of the background screen will be subject to USA Swimming’s Background Check Policy.

2022-2023 USA SWIMMING NATIONAL TEAM

Team will be announced September 7, 2022

  • Athletes named to the 2022-2023 National Team will be on the National Team from September 7, 2022- September 8, 2023.

    • The six (6) athletes with the fastest times in each Individual Olympic Event, from the combined results of (i) a USA Swimming sanctioned competition, (ii) a FINA approved competition, or (iii) an international competition between January 1, 2022 through August 31, 2022, to which USA Swimming sent a team

    • Each athlete’s fastest times will be used

  • Relay lead-offs, time trials, swim-offs and intermediate splits will not be included.

  • Times from prelims, semi-finals and finals (A, B, C and D) only will be used.

  • Times from “approved meets” or “observed swims” will not be considered.

  • The National Team roster will be selected according to the usaswimming.org Times database on www.usaswimming.org as of September 1, 2022, at 8:00 AM Mountain Time.

  • Times swum from January 1, 2022 through, and including, August 31, 2022 will be eligible for selection to the National Team roster.

  • If an athlete’s time is not in the usaswimming.org Times database it is up to the athlete to contact USA Swimming with a proof of time prior to September 1, 2022.

2023 ELITE ATHLETE HEALTH INSURANCE

GENERAL CRITERIA

To be eligible, athletes must be actively training and competing in USA Swimming competitions. EAHI will be offered to athletes who meet the following criteria:

POOL CRITERIA 2023: Jan. 1 - Aug. 31
  • 2020 Olympic Team Members and/or
  • 2022-2023 National Team Members
OPEN WATER CRITERIA 2023: Jan. 1 - Dec. 31
  • 2020 Olympic Team Members
POOL CRITERIA 2023: July 1 - Dec. 31
  • 2023 World Championship Team Members
OPEN WATER CRITERIA 2023: Jan. 1 - May 31
  • 2022-2023 National Team Members
POOL CRITERIA 2023: Sept. 1 - Dec. 31
  • 2023 World Championship Team Members and/or
  • 2023-2024 National Team Members and/or
  • 2020 Olympic Team Members

2023 Direct Athlete Support (Monthly Stipend)

Athlete Stipends General Criteria (Pool)

To be eligible athletes must be:

  • Be registered USA Swimming Members in good standing. All team members 18 and over must complete a background check and Athlete Protection Training five days after being named to the Team.
  • Be eligible to represent the U.S. in international competition.
  • Be actively training and competing and provide a training and competition calendar signed by their coach.
  • Athletes may only receive funding in one discipline (Pool or Open Water) and one event.
QUALIFICATION CRITERIA
September 2022 - June 2023 Monthly Athlete Stipend Qualifying Criteria: Individual Olympic Events

To be eligible athletes must:

  • Be named to the current year USA Swimming National Team. Criteria can be found below.
  • The athlete must be eligible to represent, and intend to represent, the U.S. in international competition.
  • The top 28 athletes of each gender will receive Athlete Stipends.
  • Athletes who are named to the 2022-2023 National Team and are ranked 1st in their respective event(s) will receive athlete stipends.
  • Athletes who are named to the 2022-2023 National Team and are ranked 2nd, 3rd or 4th in the 100 and 200 free will receive athlete stipends.
  • If all athletes listed above have qualified for funding, and less than 28 athletes per gender meet the above requirements, athletes who are on the 2022-2023 National Team will be ranked according to their percentage faster than the FINA A Time Standard for the 2022 FINA World Championships.
  • This percentage will be calculated by subtracting the swimmer's National Team Time in an Event from the "A" Time Standard in that same Event, then dividing the difference by the "A" Time Standard in that Event.  Calculations will be carried to the one-thousandth of a percent (i.e., x.xxx%).
    • For example, if the “A” Time standard in the 100-meter freestyle is :60 seconds and Swimmer #1’s National Team ranked time in the 100-meter Freestyle is :54 seconds, then Swimmer #1 has swum 6 seconds faster than the “A” Time Standard in the 100-meter Freestyle. Using the formula described above (60 seconds minus 54 seconds, divided by 60 seconds) Swimmer #1’s Percentage faster than the “A” Time Standard would be 10%. If the “A” Time Standard in the 200-meter Freestyle is 2 minutes, and Swimmer #2’s National Team ranked time in the 200-meter Freestyle is 1:54, then Swimmer #2 has swum 6 seconds faster than the “A” Time Standard in the 200-meter Freestyle. Using the formula described above (120 seconds minus 114 seconds, divided by 120 seconds) that swimmer’s Percentage faster than the “A” Time Standard would be 5%.

      Swimmer #1’s Percentage faster than the “A” Time Standard (10%) would be considered higher than Swimmer #2’s Percentage faster than the “A” Time Standard (5%).

      If a swimmer’s National Team ranked time in an Event is slower than the “A” Time Standard for that same Event, their percentages will be negative. Using the same example above, if Swimmer #1’s National Team ranked time in the 100-meter Freestyle is 1:06, their percentage faster than the “A” standard would be -10% (60 seconds minus 66 seconds equals negative 6 seconds negative 6 seconds divided by 60 seconds equals -10%). If Swimmer #2’s National Team ranked time in the 200-meter Freestyle is 2:06 their percentage faster than the “A” standard would be -5% (120 seconds minus 126 seconds equals negative 6 seconds; negative 6 seconds divided by 120 seconds equals -5%). In this case, Swimmer #2’s Percentage faster than the “A” Time Standard (-5%) is faster than Swimmer #1’s Percentage faster than the “A” Time Standard (-10%).
  • This process will continue until 28 men and 28 women have qualified for Athlete Stipends.
    • In the event there is a tie for the 28th position, both athletes will receive support.

     

  • Athletes may only receive funding in one discipline (Pool or Open Water).
July 2023 - December 2023 Monthly Athlete Stipend Qualifying Criteria
  • Athletes who are selected to the 2023 World Championship USA Swimming Team will receive Direct Athlete Support from July 1, 2023 - December 31, 2023.
  • Non-Individual Olympic Event qualifiers and Relay-Only swimmers for the 2023 World Championship USA Swimming Team will receive a reduced amount of monthly support.
Monthly Athlete Stipends General Criteria (Open Water)

To be eligible athletes must be:

  • Be registered USA Swimming Members in good standing. All team members 18 and over must complete a background check and Athlete Protection Training five days after being named to the Team.
  • Be eligible to represent the U.S. in international competition.
  • Be actively training and competing and provide a training and competition calendar signed by their coach.
  • Be named to the current year National Open Water Team. Criteria can be found above
  • Athletes may only receive funding in one discipline (Pool or Open Water) and one event.
QUALIFICATION CRITERIA
November 2022 - May 2023 Monthly Athlete Stipend Qualifying Criteria: Open Water
  • A point system, based on the combined points total from the tables below will be used to rank athletes on their place finish. 
  • These events will include the 10K National Championships, 2022 World Aquatics (Open Water World Championships 5K and 10K Events), the2022 Portugal World Aquatics MSWS 10K and the 2022 Israel World Aquatics MSWS 10K events.
  • Points will be added up at the conclusion of the 2022 Israel World Aquatics MSWS 10K.

  • Athlete Funding (4 males, 4 females)
    • Athletes with the 4 highest combined points totals from the tables above will receive athlete stipends

In the event of a tie for the 4th highest point total, the athlete with the best place finish at the 2022 USA Swimming 10K Open Water National Championships will be the winner of the tiebreaker.

June 2023 - December 2023 Monthly Athlete Stipend Qualifying Criteria: Open Water

Up to 4 male and 4 female athletes will be offered athlete stipends as outlined below:

  • The best placing U.S. athlete from the 2023 USA Swimming 10K Open Water National Championships
  • The two best placing U.S. athletes from the 2023 World Aquatics Open Water Tour- Italy (10K Event)* will be offered funding. If an athlete has already qualified for stipends from the point above, then the next best placing U.S. athlete will receive funding so that two (2) unique males and two (2) unique females are offered stipends based on their performance at this event.
  • A fourth athlete will be offered stipends based on their performance at the 2023 World Aquatics Open Water Tour- Italy (10K Event), only if they are able to finish in the top 25 amongst all competitors. In the event of a tie in this category, the athlete with the best placing finish at the 2023 USA Swimming 10K Open Water National Championships will be considered the winner of the tiebreaker and qualify for funding.

*Based on any adjustments to the 2023 World Aquatics Open Water competition calendar, the location for this event may change. Any changes will be outlined and communicated to athletes through SPORTS ORG’s method of communication and amended High Performance Support Funding Schedule.
